Client Bill of Rights

The client has the right to be informed of his or her rights in a language or manner that he or she understands in advance of care and Hospice of Spokane must protect and promote the exercise of these rights.

The client has a right to the following:

  • To exercise his or her rights as the client of Hospice of Spokane
  • To have his or her rights exercised by a designated legal representative or person appointed to act on his or her behalf
  • To be treated with courtesy, respect and privacy and to have his or her property treated with respect
  • To not be subjected to discrimination or reprisal for exercising his or her rights
  • To receive effective pain management and symptom control and quality services from Hospice of Spokane for services identified in the plan of care
  • To be cared for by appropriately trained personnel, contractors and volunteers with coordination of services
  • To be involved in developing his or her hospice Plan of Care
  • To refuse care, treatment or services
  • To be informed about advanced directives and POLST, including the licensee’s responsibility to implement them
  • To choose his or her attending physician
  • To receive a listing of the total services offered by Hospice of Spokane and those being provided to the client
  • To receive information about the scope of services that Hospice of Spokane will provide and specific limitations on those services
  • To be informed of what services are covered under the hospice benefit and what Hospice of Spokane charges for services, to what extent payment may be expected from health insurance, public programs or other sources, and what charges the client may be responsible for paying. This may include an itemized billing statement upon request
  • To be informed of Hospice of Spokane’s policies and procedures for providing back-up care when services cannot be provided as scheduled
  • To access a list of hospice providers through the Washington State Department of Health and the right to select a hospice provider of his or her choice. This choice may include consideration of reimbursement
  • To be informed of Hospice of Spokane’s policies and procedures regarding the circumstances that may cause the agency to discharge a client
  • To be free from verbal, mental, sexual, and physical abuse, mistreatment, discrimination, neglect, exploitation and the unlawful use of restraint or seclusion. This includes injuries of unknown source and misappropriation of client property
  • To voice grievances regarding treatment or care and the lack of respect for property by anyone who is furnishing services on behalf of Hospice of Spokane, without retaliation, by calling 509-456-0438 or 888-459-0438 and requesting to speak to a supervisor or administrator. You may also contact the Washington State Department of Health, Health Facilities Survey Section Hotline, at 1-800-633-6828
  • To be informed of the DSHS end harm hotline number (1-800-ENDHARM) to report suspected abuse of children or vulnerable adults
  • To have a confidential clinical record. Access to or release of client information and clinical records is permitted in accordance with 45 CFR parts 160 and 164

Hospice of Spokane staff, contractors and volunteers will immediately report and investigate all alleged violations involving mistreatment, neglect or verbal, mental, sexual, and physical abuse, including injuries of unknown source, and misappropriation of client property by anyone furnishing services on behalf of Hospice of Spokane. Immediate action will be taken to prevent further violations with appropriate corrective action taken for verified violations including reporting to appropriate authorities within five working days.
